What it checks

Every stage a cart passes on its way to a shipping rate: products, shipping profiles, zones, weight and price brackets, locations, and the rate the customer is finally offered. It names the stage that breaks, the products or countries affected, and the steps to fix it.

It reads, it does not write

RateGuard requests read_products, read_shipping and read_locations, and nothing else. It cannot change a rate, a zone or a product, by design. It is an auditor, not a rate builder.
